The United Nationalist Alliance (UNA) on Thursday slammed Budget Secretary Butch Abad and urged him to stop hiding behind “good faith” to escape liability on the Disbursement Acceleration Program (DAP), which was declared unconstitutional.
UNA interim president and Navotas Rep. Toby Tiangco said Abad and other officials who authored the DAP should be investigated.
Abad is the brains of the DAP.
“The good faith defense that Abad uses is not really in good faith. The intent and act are patently illegal and therefore there was bad faith in the very start. In other words, Abad should be held accountable for his unconstitutional act,” he said.
The Supreme Court on Tuesday stood its ground on its decision on the DAP, still declaring parts of it unconstitutional.
Tiangco said it was clear that the DAP had been “created with the intention to bribe lawmakers to secure the removal of Corona.”
“Abad is equally guilty, whether he acted as budget secretary, a conduit or an agent,” Tiangco said.
The Supreme Court, in its Tuesday ruling, clarified that the authors of the DAP could be held liable in case of legal action.
