According to Sen. Ramon Revilla Jr., author of the said bill, teachers need a larger amount for chalk allowance especially this year because it distant learning is costly.

Most of the teachers are using their personal money in subsiding their needs in school, including subscribing to an internet connection for their everyday webinars.

Meanwhile, Senate Minority Floor Leader Franklin Drilon and Sen. Panfilo Lacson suggested that the bill should have clearer parameters to assure that it will be enough budget for chalk allowance, instead of just basing it on the availability of funds.
