Senators will be obliged to explain their votes as soon as they start discussing the Death Penalty Bill in the plenary.
According to Senate President Pro Tempore Ralph Recto, it has never been their practice in the Senate to bar their fellow senators from explaining their positions, regardless if they are in favor or against a certain bill.
Recto said that as soon as they start discussing the Death Penalty Bill, they will not implement a gag order, especially to the anti-death penalty senators.
However, Recto added that right now, the Death Penalty Bill is not a priority in the Senate.
The veteran senator explained that instead of focusing on a “death” bill, the Senate would rather prioritize bills that give life, or will provide added benefits to the people.
