House Majority leader Rolando Andaya Jr. insists that even Senators give proposals for their constituents.
This was Andaya’s response against Sen. Panfilo Lacson’s claim that members of the lower house oppose the cash-based budgeting system for the 2019 national budget amid alleged cuts in the funding of their infrastructure projects, or more commonly known as their Priority Development Assistance Fund.
Andaya added that it is not only the House of Representatives that gets to decide on the budget for the 2019 fiscal year, but the bicameral conference committee.
According to Andaya, some Senators do not approve the projects of lawmakers if the said projects are not for their constituents.
Andaya explained that the directive of House Speaker Gloria Macapagal Arroyo clearly states that the Lower House will follow the ruling of the Supreme Court declaring PDAF or pork barrel as unconstitutional, and only line-budget is allowed in the National Expenditure Program (NEP).
In a previous interview, Lacson said that there will still be NEP on the 2019 national budget because of the “no zero budget” policy of Arroyo for all members of the House of Representatives.
