Malacanang reminded and slightly scolded acting Health Secretary Janet Garin on the way she handles the affairs of the Department of Health.
According to Deputy Presidential Spokesperson Usec. Abigail Valte, the powers of Garin under the constitution are not automatic and they have limitations.
This was Valte’s response on rumors that Garin allegedly swapped positions Asst. Secretary Eric Tayag and Usec. Teodoro Herbosa.
Valte said that Garin can only do such thing if there’s a blessing from someone higher than her rank.
“The appointment does not automatically carry full powers as a Secretary. There are some acts that an acting secretary cannot perform without higher approval,” stated Valte.
Prior to this, Garin already denied claims that she implemented a rigodon in the said agency.
According to her, she only followed what was ordered by some officials of the DOH.
Also, the said position swapping was to put in order the positions of the officials involved which may have been the cause of additional work for both of them.
