Lower House to continue probe on delayed allowance of CHED teacher-scholars

Puwersa ng Bayaning Atleta Rep. Jericho Nograles revealed that the House of Representatives will continue their investigation on the delayed monthly allowances of teacher-scholars of the Commission on Higher Education.

According to Nograles, Congress, as an oversight committee, needs to investigate why the Php 1.275 billion fund for the K-12 transition progam and for the teacher-scholars of CHED is under-utilized.

“Marami tayong natanggap na sulat galing sa iba’t ibang parte ng bansa natin na delayed ang release nila.” Nograles said during DZRH’s One On One. “Apektado ang 11,000 scholars nationwide. Marami na ang nabayaran, pero marami rin hindi nabayaran.”

Nograles revealed that many of the teacher-scholars are also in debt to loan sharks since they were dependent on the monthly Php 20,000 -Php 28,000 allowance promised by CHED.

The congressman further added that he has received reports that some of the scholar-teachers have lost their houses and even comitted suicide due to their loans.

“Ang problema itong mga guro na naging scholar umaasa sila doon sa kanilang monthly stipend.” Nograles further added. “Nagiging biktima sila. Nagkakautang-utang. Meron mga nawalan ng bahay at meron pa tayong isang biktima ng suicide.”

Nograles also insisted that they are not witch-hunting out-going Commission on Higher Education Chairwoman Patricia Licuanan, who has announced her resignation on January 15.

The congressman further added that the inquiry is not politically motivated but is due to the problem faced by the teachers.

“Hindi ito witch-hunt kontra kay Dr. Patricia Licuanan. This is really an immediate concern by the national government.” Nograles said. “Gusto ko i-emphasize na hindi ito pamumulutika. Wala itong color. Meron tayong clear and present problem and I don’t care kung anong color iyan.”

Nograles also admitted that it is almost impossible for the teacher-scholars to not finish their courses since they would have to return the money and tuition paid by CHED.

“Maraming scholars na kumuha ng scholarship na ito dahil kaya nila masustentohan ang kanilang pamilya using the stipend.” Nograles revealed. “Kung sila ay tumigil sa kanilang pag-aaral ay immediately due and demandable yung pagsasauli ng pera including tuition.”
