Despite mañanita controversy, Sinas ‘deserves’ promotion — PNP chief

National Capital Region Police Office (NCRPO) chief Police Major General Debold Sinas, who was controversial for his mañanita last May, deserves a promotion, according to the new head of the Philippine National Police (PNP).

In an interview, PNP chief Police General Camilo Cascolan was asked if he would replace controversial Sinas following the series of reshuffles within the police organization. He said  Sinas “has done good things.”

“We have to evaluate him properly. The guy deserves also an evaluation and of course, a promotion, too. He has done good things and that’s all really I can say,” Cascolan said in an interview with ANC.

“I think he has to be up at the Directorial Staff or a certain position that is for most especially for him… He is an expert most especially with regard to training of personnel and training of recruits,” he added.

In May, Sinas drew public criticism after photos from his mañanita or an early morning birthday serenade went viral on social media despite the prohibition on mass gatherings due to the COVID-19 pandemic.

Sinas had insisted that during his birthday celebration, guests observed social distancing, adding that some of the photos that circulated online, which drew flak from netizens, were old posts.

Then PNP chief General Archie Gamboa came on Sinas defense saying that the latter informed that “no party happened.” Despite facing criminal raps, Sinas still remained as the head of the NCRPO.

President Rodrigo Duterte also defended him and said the NCRPO chief was a good police officer and an honest one.

The PNP’s Internal Affairs Service filed a criminal complaint against Sinas and 18 other police officers and men over his birthday celebration.

Calabarzon chief as next NCRPO chief?

In the same interview, Cascolan revealed he was considering Calabarzon police chief Brig. Gen. Vicente Danao Jr. to replace Sinas as the next NCRPO chief.

“He’s doing good. He did his best and he has done good PRO IV-A, not even that, he has a reputation in the service, he is a very competent person too,” Cascolan said.

When asked if Danao, a former chief of the Manila police, is also being considered to lead the PNP Criminal Investigation and Detection Group, Cascolan replied: “Whether CIDG or NCRPO, it’s good. But I would rather choose him for NCRPO because he is much better really in NCRPO.”
