House Majority leader Rep. Rolando Andaya Jr. is not backing down from Department of Budget and Management Sec. Benjamin Diokno’s challenge.
Andaya threatened to file charges against Diokno if the DBM fails to implement the fourth tranche of the salary hike for government employees by January 15.
Andaya on Thursday, Jan. 10, said that he could file graft charges against Diokno if the budget secretary would insist on not executing the scheduled salary adjustment.
“Hindi naman tayo marunong umatras kapag hinahamon. Ilang beses ko na din naman hinamon sa debate pero hindi siya sumisipot. Siya naman ang naghahamon ngayon, papaunlakan ko siya,” Andaya said during DZRH’s Isyu.
“See you in court dahil ako na mismo ang haharap doon. Bilang abugado, ako na ang haharap sa Supreme Court,” Andaya added.
Diokno claimed that the fourth tranche of salary increase mandated by the Salary Standardization Law cannot be implemented since it is included in the 2019 national budget, which has yet to be approved.
However, Andaya, a former budget secretary, belied Diokno and pointed out that the salary for uniformed personnel increased in 2018 even if there were no funds allocated in the national budget.
The congressman said that Diokno only needs to get the authorization from President Rodrigo Duterte, and the money for the wage increase can be taken from the Miscellaneous Personnel Benefits Funds (MPBF), worth Php 99 billion.
“Kung babasahin niyo ang probisyon ng MPBF nakasaad na mismo roon na ito ay ginagamit sa mga dagdag na sweldo ng mga kawani ng gobyerno. Hindi ito diversion. Ito ay pinagkukunan talaga ng dagdag na sweldo,” Andaya explained.
Meanwhile, Andaya also mentioned that plunder charges can also be filed against Diokno for his alleged involvement in a flood control scam.
