President Rodrigo Roa Duterte signed the promotion off National Capital Region Police Office (NCRPO) head Chief Superintendent Guillermo Eleazar to Police Director. The letter dated August 16 but was released to the press on August 17, Friday.
The letter addressed that the promotion was endorsed by the Civil Service Commission and was recommended by the National Police Commission (NAPOLCOM).

Eleazar, being known as a disciplinarian, is a member of the Philippine Military Academy (PMA) Hinirang Class of 1987.
He was the former Quezon City Police District Chief wherein he coined the tagline: “Proud to be QCPD” before he was transferred for a short time as the Chief of the CALABARZON Philippine National Police (PNP).
On June 2018, he was named as the NCRPO Chief.
